Homelessness is a serious problem that affects millions of people around the world, especially children. In Uganda, a country with one of the largest populations of children under 18, homelessness is largely caused by the conflict in northern Uganda from 1987 to 2006, as well as domestic abuse and neglect. It is estimated that there are 15,000 orphaned and homeless children aged between 7 and 17 in Kampala, the capital of Uganda. These children face violence, abuse, exploitation, and discrimination from the society and the authorities. They lack access to basic needs such as food, shelter, health care, education, and protection.
Caritas Nebbi, the development arm of the Nebbi Catholic Diocese, is committed to addressing the plight of homeless children in Uganda. Caritas Nebbi is involved not only in the spiritual nurturing but also in socio-economic programmes that include: agriculture (with a focus on food security); microfinance; gender; organizational development; and promotion of community democratization and good governance. Caritas Nebbi works with vulnerable children and youth aged 6-23 who are living in informal settlements in Uganda. Caritas Nebbi provides them with food, medical care, clothes, education, and counseling. Caritas Nebbi also works to reconnect homeless children with their family members or find them alternative care arrangements.
One of the success stories of Caritas Nebbi is that of Roger P., a 13-year-old boy who lived on the streets of Lira for two years. Roger was beaten by the police and extorted for money until he gave them 1,000 shillings. He had no hope for his future until he met Caritas Nebbi staff who took him to their shelter. There, he received food, clothing, medical treatment, and psychological support. He also enrolled in a vocational training programme where he learned carpentry skills. He was able to reunite with his aunt who had lost contact with him after his parents died. Roger is now happy and hopeful for his future. He wants to become a carpenter and help other street children.
Caritas Nebbi is making a difference in the lives of homeless children in Uganda by providing them with holistic care and empowerment. However, Caritas Nebbi faces many challenges such as limited resources, high demand for services, and negative attitudes from some members of the society. Caritas Nebbi needs more support from donors, partners, and volunteers to continue its noble mission.
